第一项：事业本身值得关注吗
首先分析拟推进事业的实质价值与国家重要性。价值可能体现在经济、科技、医疗、教育、文化或其他方面；国家重要性不必意味着覆盖全美国，但影响不能只停留在一个普通岗位或单一客户的内部收益。应说明事业可能产生的更广泛后果。
行业重要不等于你的事业重要
半导体、人工智能、医疗和新能源都可能是重要领域，但仅引用宏观政策无法完成论证。需要进一步说明申请人的具体工作与行业问题如何连接、将影响谁、通过什么机制产生结果。越具体，越容易判断证据是否真正支持主张。
第二项：你有条件把它推进吗
这一项不要求保证成功，而是看申请人的教育、技能、既往成果、推进计划、现有进展和外部支持是否形成可信基础。过去的成功可以说明能力，但还需要与未来事业相关。意向书、合作记录、融资、试点或客户反馈可能展示现实进展。
第三项：为什么应当豁免通常要求
申请需要综合说明，在本案情况下，让申请人不受特定永久职位和劳工证约束，为何对美国更有利。创业者、多机构合作研究者或需要灵活服务多个主体的人，可能有不同的论证方式，但不能只说劳工证耗时或申请人更方便。
三项证据怎样连接
一份政府报告可以说明问题的重要性，一组既往成果可以说明申请人的能力，一份具体计划和合作意向可以把两者连接起来。材料越多不一定越好；关键是每份证据承担明确任务，并避免时间、职位和目标相互矛盾。
写作前先回答三个问题
你究竟要在美国做什么？你凭什么比一份普通简历更有条件推进？允许你不绑定单一雇主将带来什么公共价值？如果这三个问题不能用事实和文件回答，应先完善事业设计和证据，而不是先堆推荐信。
论证应经得住反向提问
如果行业本来就重要，为什么一定需要这位申请人？如果申请人能力很强，为什么不能通过正常职位招聘推进？提前回答这些反向问题，有助于找出计划、个人能力与豁免理由之间尚未连上的部分。
Note for applicants based in China
Applicants based in China usually also need to handle three things: keeping Chinese- and English-language documents consistent, making sure funds and income can be explained with independent documentation, and managing the gap between priority-date timing and a child's age. Any packaging that doesn't match the underlying facts creates greater risk at the RFE or interview stage.
