How to read the three results

Chart A (Final Action Dates) governs whether an immigrant visa or green card can be finally approved; Chart B (Dates for Filing) governs whether an application can be filed early. Whether Chart B is usable is announced separately by USCIS each month.
C means no cut-off applies that month; U means the category is unavailable that month. Neither is a date and neither substitutes for the other.
Priority dates are organized by country of birth, not nationality. If a spouse was born elsewhere, cross-chargeability may apply in some cases and must be assessed by an attorney on the facts.
The bulletin does not list EB-1A and EB-1C separately; NIW and employer-sponsored EB-2 share EB-2; EB-3 and Other Workers (EW-3) are listed separately; each EB-5 set-aside is listed on its own and cannot borrow the unreserved date.
