优先日是什么
优先日通常代表申请人在相应移民类别中排队的位置,但不同路径形成优先日的事件可能不同。批准通知上的日期很重要,却不能单独告诉你何时获得绿卡。类别转换、旧优先日保留和衍生家庭成员还可能增加复杂性。
表A与表B分别表达什么
国务院签证公告通常列出最终裁定日期和申请递交日期,中文市场常称表A与表B。前者通常关系到移民签证或绿卡能否最终批准,后者在适用时允许更早启动部分申请程序。两张表不能互换使用。
境内申请先看USCIS当月指引
人在美国准备I-485时,不能仅看国务院公告后自行选择较有利的表。USCIS会按月说明家庭类和职业类调整身份申请应使用哪张图表。领事程序则由国务院和NVC体系推进,程序逻辑并不完全相同。
中国申请人看哪一列
配额通常以出生地而非国籍为基础。中国大陆出生申请人需要查看对应列;港澳台或其他出生地可能适用不同列。配偶出生地在部分情况下可能影响配额归属,但必须满足相应规则,不能按护照或居住地自行选择。
排期为什么会倒退
政府会根据年度名额、需求量和已使用数量调整截止日期。前进、停滞甚至倒退都可能发生。某月“current”也不构成未来保证,因此孩子接近21岁、身份即将到期或需要旅行的家庭,应按多种情景规划。
每月应做的检查
确认类别和出生地,记录优先日,查看最新国务院公告,再核对USCIS当月I-485图表。不要把律师或机构几个月前的截图当作当前结论,也不要把案件审理时间与签证排期混为一谈。
保存当月依据
如果家庭根据某月排期采取递交、缴费或转换程序等重要行动,应保存当月签证公告、USCIS图表选择和政府通知。未来发生排期倒退或CSPA争议时,完整的日期证据比事后回忆更可靠。
Note for applicants based in China
Applicants based in China usually also need to handle three things: keeping Chinese- and English-language documents consistent, making sure funds and income can be explained with independent documentation, and managing the gap between priority-date timing and a child's age. Any packaging that doesn't match the underlying facts creates greater risk at the RFE or interview stage.
