1. 必须先得到律师的完整姓名
只介绍“首席律师”“美国律师团队”而不公开姓名，无法完成任何核验。你至少需要律师英文全名、执照所在州、律师编号、所属律所和可联系地址。头像、学历或中文头衔都不能替代执照记录。
2. 到发证州的官方系统查状态
美国律师通常由州级机构发证。应通过对应州律师协会或州最高法院的官方目录，确认姓名和编号相符，并查看状态是否为可执业、是否存在公开纪律记录。不要只看机构提供的证书截图；截图可能过期，也可能属于同名人士。ABA的州执照目录可用于找到各州官方入口，但最终应以发证机构记录为准。
3. “有执照”不等于“代理你的案件”
律师可能只是合作顾问、内容审核人，也可能是正式代理人。签约前应确认：谁作法律评估、谁审核申请材料、谁对RFE负责、你能否直接联系律师。向USCIS提交案件时，代理律师通常通过Form G-28进入代理记录；但是否需要或已经提交，应按你的具体程序确认。
4. 核对合同与收款人
法律服务协议应写出律师或律所主体、服务范围、费用、终止方式、档案交付和争议处理。若你只与咨询公司签约，却被告知“律师费包含在内”，应要求说明律师由谁聘请、谁是律师的客户、是否存在单独协议，以及你的信息如何在各主体之间传递。
5. 观察律师是否保持独立判断
真正的律师价值不在于重复销售结论，而在于指出不利事实、证据缺口和利益冲突。若律师从未与你接触、对项目或雇主只作绝对肯定、承诺批准，或让销售人员回答所有法律问题，应提高警惕。EB-5中，移民代理与投资相关角色尤其需要分别识别。
6. 留存一张核验卡
建议保存核验日期、官方页面链接、执照状态截图、合同主体、实际经办人、G-28代理人及最近一次沟通记录。律师状态和团队安排可能变化，重要节点前应再次核对。TIHU展示律师信息时，也应标明其具体角色：首席移民律师、战略合作伙伴、特定页面审核人或特定案件代理人，不能混为一谈。
Note for applicants based in China
Applicants based in China usually also need to handle three things: keeping Chinese- and English-language documents consistent, making sure funds and income can be explained with independent documentation, and managing the gap between priority-date timing and a child's age. Any packaging that doesn't match the underlying facts creates greater risk at the RFE or interview stage.
