日历不是唯一的判断标准
许多企业把L-1A、延期和EB-1C画成固定月份的流水线，但申请时机最终取决于美国业务的事实。经营时间是门槛之一，企业是否持续开展业务、组织是否支持管理岗位、跨国关系是否保持，也必须同时满足。
延期重点回看首年承诺与实际结果
新办公室申请时的商业计划、预算和招聘预测，会成为延期时的重要背景。实际结果不必与预测逐字一致，但显著差异应有合理商业解释。客户、收入、场所、员工和负责人职责，是判断企业是否从筹备期进入运营期的核心信息。
EB-1C需要独立重新审查
即使L-1A延长期限获批，也不能直接推导EB-1C必然成立。EB-1C对美国雇主经营时间、海外和美国岗位以及合格关系进行自己的审查。申请团队应重新核对证据，不能简单复制此前职责描述和组织图。
建立里程碑比追求速度更重要
可设置季度检查：业务收入是否来自真实客户；关键岗位是否已到位；负责人执行性工作比例是否下降；海外企业是否继续经营；股权与治理是否发生变化；记录是否完整。满足程度决定继续积累还是进入法律评估。
过早与过晚都有成本
过早提交可能使薄弱事实直接暴露在审查中；长期拖延则可能增加身份衔接、家庭安排和经营成本。合适方案应把业务进展、现有身份有效期、排期与家庭计划放在一起，而不是只听单一部门的建议。
Note for applicants based in China
Applicants based in China usually also need to handle three things: keeping Chinese- and English-language documents consistent, making sure funds and income can be explained with independent documentation, and managing the gap between priority-date timing and a child's age. Any packaging that doesn't match the underlying facts creates greater risk at the RFE or interview stage.
